Per the title...
I have four Stereo Integrity HT 18 D4 for IB install via two manifolds. How much RMS and peak power can each driver "safely" handle (using both voice coils)? Estimates are okay!
OR... What is an acceptable rule-of-thumb regarding "rated specs" (which are probably assuming enclosed) vs. IB? 25 percent, 50 percent, 75 percent? Estimates okay!

It's really not how much power per driver?
That's like asking how much horsepower per tire?
Download WinISD and plug in the driver's T/S parameters.
Next look at output levels, driver excursion, and frequency for varying amounts of input power.
Then your questions will be answered

Thank you, Thomas, but I'm not asking what SPL I can "get" per watt. I'm asking what my drivers can safely handle "max".

The amount they can safely handle at 'max' depends on the frequency/frequencies they're reproducing
You'll have the info you want once a sim is created with WinISD or similar program.

Thank you, Thomas. I no longer have the mental clarity required to decipher much of anything. I'm just trying to enjoy my time now. These will be used from 10-50Hz at reasonably high HT levels but I want articulate/taught/dynamic sub-bass for music too.

I have no specific knowledge about the SI drivers. That makes it a bit problematic to answer questions about them.
My suggestion is to address your questions with the people at SI who built your drivers
