I am having troubles hooking my SHS audio amplifier (The SA-1500 amp produces 700 Watts @ 2 Ohms per stereo channel or 1400 Watts @ 4 Ohms bridged. The SA1500 has both balanced XLR and Non-Balanced 1/4" RCA inputs) up to my pioneer reciever. when I hook my rcas to my amp, there is very little sound. When I switch from subwoofer output to the headphone output, it is loud (no filter though). I am assuming this is because the headphone output has more out put and my amp has a low sensitivity. How can I fix this?

Yeah its a voltage level issue. This is a somewhat common issue when putting a pro sound amp on a consumer level source like a AV reciever.
Some recievers or possably the amp have a -10/0 db switch. Set that to 0db (reciever) or -10db (amp) and it should fix the issue.
possably turn up the sub out on the reciever to +10 db, but you may run into clipping issues on the reciever if you listen at ref levels.
otherwise you need a preamp/line driver. I am sure there are other posts with suggestions on models for these. I think maybe one of the Behringer eqs or maybe the BFD can take consumer level RCA and output it at pro sound levels.

If you're using a modern receiver or pre/pro they have a subwoofer output that's your crossover.
