Looking as some of the liter displacements of the 18" subs seem to almost double that of a 15". Would it be ok to use one good 18" as opposed to two 15" ? In a manifold setup.

I'd go for dual 15s... lower excursion from multiple drivers has advantages. Plus, multiple drivers increase efficiency. You also have the advantage of mechanical vibration dampening (opposing drivers in a manifold will 'cancel' each other's mechanical force).
Just a few quick thoughts - I'm sure others will chime in on the subject...

A single driver doesn't cancel the mechanical vibrations
All other things being equal 2-15"s usually provide ~30% more displacement compared to a single 18".
15"s are always easier to find.
And unless the room is absolutely huge a manifold holding 2-15"s but designed to accommodate 4, is more than adequate.
