I can get either the phase plug version or the new ones with dust cap for about the same price. Which one should I get ?

These drivers have a poly cone, so they aren't as stiff was those offered with kevlar or carbon fiber reinforced paper cones.
Having a dust cap will help stiffen the cone, a phase plug doesn't offer that benefit.

I don't know if the ones with the poly dust cap have a vented pole piece. I remember that Lambda advertised that the phase plug acted like a big heatsink (and Eminence does this now) which extended power handling to 500 watts RMS.

I have ones with the dust cap, and there is a pole vent.

Thermal powerhandling is irrelevant in this application.
